Cecil man waives charges in fatal Chartiers crash

A Cecil Township man who was the driver in a fatal crash that killed a 24-year-old McDonald man almost a year ago in Chartiers Township will stand trial on charges including homicide by vehicle.

Kevin Charles Farrell, 28, of 53 Belgium Hill Road, Cecil, waived charges of driving under the influence of a controlled substance, homicide by vehicle, aggravated assault by vehicle while intoxicated, reckless endangerment, speeding, careless driving, reckless driving and other traffic violations to Washington County Court. He had been scheduled for a preliminary hearing Tuesday before District Judge David Mark.

Killed in the March 26 crash was Shawn Paul Kroesen, who was a passenger in Farrell’s car.

Chartiers police said Farrell was driving his car north in the 400 block of Chartiers Run Road. Farrell reportedly passed another vehicle on the crest of a hill south of Ridge Avenue.

After passing the other vehicle, Farrell’s car crashed into an embankment. Kroesen was ejected from the car. He was taken to Canonsburg Hospital, where he later died.

Farrell was taken to the hospital, where blood was drawn. Tests determined that marijuana was in his system at the time of the crash.

A state police accident reconstruction specialist determined Farrell’s speed at the time of the crash was between 62 and 67 mph. The speed limit in that area is 45 mph.

Farrell is free on $100,000 unsecured bond. He faces formal arraignment May 24.
